Idk, but the root cause of this situation is the fact that border agencies have been allowed to just get access to everyone’s personal devices. If you encrypt them, they wont let you enter. If you give governments the tools to be authoritarian dictatorships, they will eventually use them.

This doesnt change the fact that they still actively hinder widespread adoption of Linux systems for consumers. They could just publish their kernel and allow linux, wine and proton devs to support all windows applications flawlessly but they dont.
