Is it not common to use temporary streetlights for that? This sounds great for short construction sites like a few days but for weeks on end something automatic should be cheaper no?
No idea about cost efficiency. These are usuallly pretty rural areas, so maybe they just never made the investment to buy temp ones? If it aint broke? Also I could see some problems with lights, like when someone runs the red and now two cars are stuck facing each other on one lane.
