I don’t see these as often as I used to, but they aren’t uncommon.
You must not frequent sketchy neighborhoods.
Those used to be ubiquitous gas station features. I assume they were in the bathroom for privacy; but the machines were so loud, everyone in the store could hear anyways.
I’ve never seen any in my home state. This was in West Virginia, in what wasn’t really a sketchy neighborhood (or a neighborhood to begin with)

Come to Europe one day! We have a selection of the finest vending machines in most gas stations toilets for - behold - not only condoms, but also tampons, little toys for her or him, etc. All for just a few bucks. And not sketchy at all.
We had this and emergency tampon in every bathroom on my campus … and the uni thought it was to pricy, now it’s only empty dispenser
Don’t think I’d trust those unless they had an expiration date stamped on them that was far into the future. Even then I don’t know that I would trust them. They could be some cheap knock of brand they just going to split open or tear on use.
