It’s like South Koreans call themselves Koreans, because culturally North Koreans aren’t Koreans to them. It’s not culturally sensitive and by no means do all South Koreans do this, but I think most would understand the reference. Similarly, the commenter is saying that this isn’t happening in Northern Ireland, but just north of Ireland. Wink wink.
